logrotate's restart of proftpd fails to start

Bug Description
Xubuntu 14.04.1, fully updated. Since approximately November 15, 2014, running logrotate via cron.daily has stopped the proftpd server via SIGHUP, but server fails to re-start. Manually restarting works properly. Am not certain whether problem is in logrotate or proftpd, but neither has updated recently. Possible cause may be dbus changes done in early November.
Current workaround is to create a cron.hourly task that checks proftpd status and if not running, starts the server again.

I have the same problem.
How to reproduce:
invoke-rc.d proftpd restart
1. If proftpd is running it will be not running after this command
2. If proftpd is *not* running, it will be running after this command
Expected result:
1. If proftpd is running, it will be running (again) after this command
