Confirmed on upgrade from Jaunty to Karmic; S20privoxy exists in /etc/rc{2345}.d/ linked to /etc/init.d/privoxy but does not start on boot.

No error messages seen in daemon.log.

Scripts start Privoxy successfully when manually invoked.
