Packages refer to incorrect /etc path for PHP 7.0 modules

Bug Description

Currently these modules refer to:

/etc/php/mods-available/

but should refer to:

/etc/php/7.0/mods-available.

php-apcu and php-ssh2 only need rebuilds with our current dh_php.
