The problem is that the 64 bit repositories contain a very old version of partimage, ie 0.6.4 - the latest stable version is 0.6.7-1 in the 32 bit repositories.
I tried the 32 bit version of partimage for Hardy on a 32-bit PC: it had no trouble saving NTFS partitions.
I then built a 64-bit version of partimage 0.6.7 manually using sources downloaded from partimage.org, and it had no trouble saving the NTFS partition.
So, how do we request that the 64-bit repositories get updated with the latest version?
