In Ubuntu 9.10 (and earlier), .desktop files for all OpenOffice applications (eg. /usr/share/applications/openoffice.org-writer.desktop) come with "StartupNotify=false".
But OpenOffice has supported startup notification (with libsn) for some time now, and manually changing that to "StartupNotify=true" enables startup notifications to work correctly.
The OOO310_m19 build either adds "StartupNotify=true" to the .desktop files or adds nothing, so the "StartupNotify=false" must be something custom in your Ubuntu openoffice package(s).
OpenOffice is a very big application and can take long to start, so its current lack of startup notifications is particularly noticeable.
