This does not appear to be a display issue. There are no problems with the copy & paste of text, or the loading of a file containing Japanese text.
According to the "input method" entry in the help file, openoffice.org only supports IIIMP. IIIMP is provided in Ubuntu by the iiimgcf package (universe). This is a replacement input library, with separate requirements for language support, and does not integrate with SCIM. The package iiimf-htt-xbe provides a XIM capable backend, and should be able to act as a replacement for some aspects of SCIM. Note that Japanese support for IIIMF is provided by canna, rather than anthy.
