I may be wrong but I don't think that package is installed by default even for German language as it is in universe and as far as I know no universe packages get installed by default. Also the only thing that package does at all as far as I can tell is depend on hunspell-de-med, so removing that dependency would be useless as the package would have no point at all anymore.
