I agree that Ubuntu is for human beings, and we go a long way in trying
to make translation accessible and providing the tools to make the
translation process easier. Launchpad Translations is a good example.

However, OpenOffice.org uses its own translation format, which makes it
more difficult to integrate it with Launchpad. Launchpad Translations
standardises on using the most widely used translation format in the
Open Source world: gettext.

I fully agree as well. However, there are many other top priority
aspects to consider as well, and we have to make sure we address those
as well. While not as easy as in Launchpad, OpenOffice.org can still be
translated upstream, so having it not in Launchpad is not an impediment
for translating it.

Pēteris and other people from the Latvian team have been working hard to
translate upstream and include the translations in Ubuntu after the
upstream translation deadline.

They have also been working into making translation of OpenOffice.org
possible in Launchpad for all other teams, although at this point I
believe it's best if we keep the translations as not exposed in
Launchpad and consider this other aspect for Maverick, the next version
of Ubuntu.

If you would like to make OpenOffice.org translation easier, I'd
recommend to follow-up with a discussion on the ubuntu-translators
mailing list, or to get in touch with Pēteris.
