i tried to set /etc/NetworkManager/nm-system-settings.conf "manage=true", but that didn't seem to improve anything. in fact, after this change my wifi was down and stayed down until i reset the previous change.
nm-tool doesn't launch since 'apparently' no NM is running. nm-applet produces the following:
