Here is related post in my blog that described what should works.
It show how to compile deb packages of mysql with openssl (in karmic since it was working fine).
It is written in french, but since it is a howto, it is easy to follow.

I expect to successfully connect to remote Mysql server with ssl encryption using openSSL.
