Debian testing is a release behind where we are in Ubuntu (as has always been the case) so often we have to take action in Ubuntu before the same happens in Debian.

Caracal removes deprecated features specifically in oslo.db (in preparation for a move to SQLAlchemy 2.0 later) which require refactoring - there is no active pool of developers to complete this work and the gates for these projects are broken upstream, with no volunteers to fix them.
