Murano is currently proposed as inactive in OpenStack:

The project team had until milestone 2 (01/11/2024) to resolve outstanding gate issues so these projects will not be included in the upcoming release.

as with senlin-dashboard, there's a question here about why we need to actively remove packages from universe only because they are not part of the supported openstack release, when they are still in Debian testing.

Debian testing is a release behind where we are in Ubuntu (as has always been the case) so often we have to take action in Ubuntu before the same happens in Debian.

Caracal removes deprecated features specifically in oslo.db (in preparation for a move to SQLAlchemy 2.0 later) which require refactoring - there is no active pool of developers to complete this work and the gates for these projects are broken upstream, with no volunteers to fix them.
