With a forced-shutdown (ie. power dies) it's common to need a `fsck` (file-system check) which I usually perform using 'live' media (eg. Ubuntu/Lubuntu install media), then on reboot usually everything is back to normal. You would have likely got this advise quickly if you'd asked a question, instead of reporting it as a bug. I'm marking it invalid due to age today.
