The workaround (so far):

1.) Lock Screen.
2.) Unplug USB mouse.
3.) Plug back in.
4.) Unlock screen.

Also, I can use the compiz SCALE feature without losing my mouse if I use the middle mouse button (assigned in CCSM). So, I'm beginning to think this is an Ubuntu Tweak issue.
