According to http://moinejf.free.fr/webcam.html this webcam is now supported under gspca modules.

As these modules are being introduced in Intrepid, the one needed by your webcam is available since kernel 2.6.27-7.

http://packages.ubuntu.com/intrepid-updates/amd64/linux-image-2.6.27-7-generic/filelist

the one that you need is:

/lib/modules/2.6.27-7-generic/kernel/drivers/media/video/gspca/gspca_vc032x.ko

So this seems to be solved at this moment.

I would need you to test with Intrepid fully updated to check that you're camera actually works or at least that is being detected by the system.

So please test with Intrepid and latest kernel available.
