I can Confirm.
my kernel: 2.6.27-2-generic #1 SMP
Mouse: USB A4Tech SWOP-80
Notebook Mitac 8640

After upgrading to 2.6.27 kernel my USB mouse not working in two of 4 USB-ports.
For example.. connecting USB mouse to usb-port #1:
# lsusb
Bus 003 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub
Bus 002 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub
Bus 001 Device 001: ID 1d6b:0002 Linux Foundation 2.0 root hub

No mouse!

Connecting mouse to usb-port #2:
# lsusb
Bus 003 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub
Bus 002 Device 022: ID 09da:000a A4 Tech Co., Ltd Port Mouse
Bus 002 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub
Bus 001 Device 001: ID 1d6b:0002 Linux Foundation 2.0 root hub

Mouse found and working!

But usb-port #3 is the same as port #1 (mouse not working) and usb-port #4 is the same as #4 (mouse working)

And if I bootup with mouse connected to ports #1 or #3 i see some USB errors and mouse not working..
