Bluetooth is not working on Bionic 18.04 LTS version,Iam unable to send or receive files via bluetooth,please do give a emulsion of this hardware problem

Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

Did you try enable in: personal file sharing preferences -> Receive files over bluetooth?

I have not seen any personal files sharing application, because of this I'm
trying to launch the desktop sharing application,but is not launching at
all,I have restart my computer, problem is still going on.. Please give a
solution how to enable this feature

I think a recent update (package: linux-firmware) might have fixed this. See bug 1745828.

Please update the system and let us know if the problem persists.

OK. If the problem persists after updating and restarting the system then next please try:

  1. Run: 'rfkill' and send us the output.
  2. Log into Gnome Shell. Does it work better there than in Unity?

problem is persists after updating and restarting my computer..unable to
receive file over bluetooth.

Where to run rfkill,there is no output command on terminal, and there is
no application found on software centre,would you please elaborate what
is the problem is going on..

Problem is still going on Gnome shell desktop as well..it always shows connection unsuccessful on other device whenever I have tried to receive something from other device to my laptop..My computer is already up to date ,it shows following output when i ran rfkill on a terminal

It appears some other people have reported similar problems with the same RTL8723 bluetooth hardware in bug 1446239 and bug 1747421. However both of those have closed so we only have this bug now.

It's been suggested github has better drivers. I'm not sure where but https://github.com/lwfinger/rtlwifi_new looks like a good candidate.

Yes, however there won't be any "future necessary updates" if we don't know what to update.

To help us figure that out please try downloading and installing all of these:

When downloaded you can install them in a terminal by running:

  cd ~/Downloads
  sudo dpkg -i linux*.deb

Then reboot.

Now check that the new kernel is active by running:

  uname -a

and send us the result that you see.

Great. You installed it successfully.

Please tell us if Bluetooth now works?

If not then you can uninstall the test kernel with this command:

sudo dpkg -r linux-headers-4.18.0-041800rc6 linux-headers-4.18.0-041800rc6-generic linux-image-unsigned-4.18.0-041800rc6-generic linux-modules-4.18.0-041800rc6-generic_4.18.0-041800rc6.201807221830

and reboot again.

No,Its not working...unable to received files from other device,it
always showing connection unsuccessful,

After installing these test kernals when I reload package manager I have
received some software updates and installed it

But Bluetooth problem is going on..

Also, please explain how and where you are trying to "send or receive files via bluetooth"? A screenshot (via PrtSc) would help.

Please try hitting the Windows key and typing:
  Personal File Sharing

Now launch the Personal File Sharing app and tick the box for:
  Receive files in Downloads folder over Bluetooth

I have installed personal file sharing app from software,and launch it,,but there is no option to set prefferences to receive files via bluetooth,and every time i have to go in software in order to search this applicalion because when i search it on dash it always shows-sorry there is nothing that matches you search..its very arriting
