Ok, I was able to fix this on my Dell Inspiron 3551. The solution was a superclean fresh installation of ubuntu16.04 with the latest bios installed and secure boot off. Everything (suspend/wake/restart) works now with the latest ubuntu default kernel (XX-34). But don't aks me why or what went wrong before.
