This problem returns to my notebook again, when I upgrade to Kubuntu 16.04 with KDE5
In older systems I can use BT only if acer_wmi module was blacklisted
Now it can works only if this module enabled. ))) with blacklisted module I have no any solutions.
But...
1. After reboot I have only WiFi every time. After sleeping BT is lost too.

2. Sometimes if I switch to BT(WiFi) On or Off by ACPI key then BT drops and I can not see it by
rfkill list

3. After some switches by ACPI key 'rfkill list' shows me BT & WiFi is on, but WiFi do not work.

4. Only netbook's poweroff and unsupply battery helps me returns to 1 position.

5. Adter some switching by ACPI Key if BT switched to On, then rfkill list shows new idx of BT device:
At first time it shows like:
...
4: hci0: Bluetooth
        Soft blocked: no
        Hard blocked: no

On new loop of switching it shows like:
...
5: hci0: Bluetooth
        Soft blocked: no
        Hard blocked: no
...
etc
But BT do not work.

6. If I do not unsupply battery then I can not get working BT and WiFi in any way.

7. I probe to use systemd-rfkill.service but it did not helps me...
