Interesting. I am on BIOS Version A02.

I can get the touchscreen to work if I install the "config-usb-hid-synaptics-touchscreen_1_all.db" from Dell's downloads:

So it would seem that this is an issue with the A02 BIOS and Ubuntu 13.1. I don't believe there is anyway to revert to the previous version of the BIOS either.
