I also tried 3.13.0-031300rc8-generic on my other amd64 machine
It is working there

The dongle was working fine on the same 32 bits machine Xubuntu 12.04 with:
DVB-Realtek-RTL2832U-2.2.2-10tuner-mod_kernel-3.0.0
