aljosa, thank you for reporting this and helping make Ubuntu. Unfortunately, you have placed too many problems in one bug report. Hence, this bug report will only focus one of the issues you mentioned:

- CPU stuck at 800MHz, with and without microcode.ctl / intel-microcode (works fine -2400MHz- with Xubuntu 14.04 LTS 64 bit / Kernel v3.12.5-trusty

For more on this, please read the official Ubuntu documentation:
Ubuntu Bug Control and Ubuntu Bug Squad: https://wiki.ubuntu.com/Bugs/BestPractices#X.2BAC8-Reporting.Focus_on_One_Issue
Ubuntu Kernel Team: https://wiki.ubuntu.com/KernelTeam/KernelTeamBugPolicies#Filing_Kernel_Bug_reports
Ubuntu Community: https://help.ubuntu.com/community/ReportingBugs#Bug_reporting_etiquette

Hence, I'll streamline your Bug Description to reflect this.

Regarding the rest of your issues, please file one bug report per issue if not a duplicate already filed:

ubuntu-bug linux

2) Power manager is set to reduce display brightnes to 20% after 120 seconds of inactivity, but nothing happens

Regarding the issue for this report:
- CPU stuck at 800MHz, with and without microcode.ctl / intel-microcode (works fine -2400MHz- with Xubuntu 14.04 LTS 64 bit / Kernel v3.12.5-trusty

Could you please advise in greater detail how is the CPU stuck at 800MHZ (ex. by default in the live environment, by default from fresh install, etc.)?
