I'm pretty sure the latest nec/renesas firmware released in june/july 2012 fixes part of this bug. Since I upgraded the firmware of my NEC/Renesas cards, I can now observe hot-plugging functionality *only* for connected usb devices, but not for the usb3 expresscard. I did not test just before the firmware upgrade, so it's quite possible an ubuntu update has helped, but it's unlikely. I have yet to verify if the card still need to be inserted at boot time in order to be recognized, but for sure removing the card and reinserting it makes it not work afterward.
The first expresscard I have is a StarTech ECUSB3S254F which contains a Renesas uPD720200. I just upgraded its firmware to version 3.0.3.4. I had to do this under Windows 7.
The other expresscard is very similar to the above but without specific brand name. It contains a Renesas uPD720202(Revision 2). I just upgraded its firmware to version 2.0.1.3, also using Windows, but I think linux command line utility is available for this chip.
