I can confirm this, using Feisty with evince-0.8.1 with a HP LaserJet 4050. All other apps do duplex perfectly, just evince doesn't.

However, this seems to be a gnome-cups-admin issue. Although I setup my printer settings with the GNOME printer setup tool, none of the settings have been propagated to CUPS correctly. After setting things up via the CUPS web frontend, evince recognizes everything in the correct way and seems to work.
