libdvdread is not responsible for reading/cracking encryption information (CSS) on DVDs. This task is handled by libdvdcss2 which is not hosted in Ubuntu repositories at all.
Apart from that newer DVD drives (those with RPC-2 firmware) may refuse to read the DVD if appropriate region match is not found. There is nothing libdvdcss2 can do in such cases.
