The upcoming CLDR 1.7 will apparently take on board the changes of http://unicode.org/cldr/bugs/locale-bugs?user=guest;findid=1710 to record that
certain territories typically default to using the Letter size format rather
than the more standard A4, i.e. US, CA, PR, VE, CL, MX, CO and PH
Attached is a suggested patch to change the matching locales in glibc to default
LC_PAPER to Letter for locales matching those territories.
