Paper Size is wrong for locale es_CO (A4 -> Letter)

Bug Description
Sadly, A4-sized paper is not really used in Colombia. The standard paper size is
US-Letter.
When running this command:
LC_PAPER=es_CO locale -k LC_PAPER
Result:
height=297
width=210
...
Expected result:
height=279
width=216
