Thank you for reporting this bug, but I'm marking it as rejected: the kvm package does not actually depend on qemu - it is perfectly usable without qemu as long as you already have some VM images.
Furthermore, the kvm package already recommends qemu, which is the strongest non-essential dependency possible:
sudo apt-get -s install kvm
