This whole thing makes me wonder... why is it the display managers job to run usplash_down at all?!
Wouldn't it make more sense if this was done by an init script? In fact, the problem described in this bug report goes away if I modify kdm to not run usplash_down, and instead create a file /etc/rc[06].d/K00usplash_down to do this (note that this should be run before K01kdm!).
And while we're at it, AFAICT this would also solve another slight issue, namely that running /etc/init.d/kdm stop from the console currently switches to a splash screen, forcing me to press alt-f1 to get back to the console.
