I was just able to reproduce the original behaviour using the following steps (note, not using Krunner alt+f2)

1. Open Dolphin
2. Find a file that you can open in Kate - log, text etc
3. Open the file: Right Click -> Open With -> Kate
4. Close the file
5. The pop up appears

I've attached a screenshot.
