Closing as 'Invalid' for project Inkscape (not a bug in Inkscape's code) based on comment #8:

Workaround in affected versions of Linux Mint + Cinnamon: disable desktop effects
(Main Menu -> Preferences -> Cinnamon Settings -> Effects -> Uncheck "Enable Desktop Effects")
