Yes, this is due to running out of space in /boot.

update-initramfs: Generating /boot/initrd.img-4.13.0-25-generic
xz: (stdout): Write error: No space left on device

update-initramfs: failed for /boot/initrd.img-4.13.0-25-generic with 1.

How many kernels do you have installed? Are they all using xz compression?
