Yes, this is due to running out of space in /boot.

update-initramfs: Generating /boot/initrd.img-4.13.0-25-generic
xz: (stdout): Write error: No space left on device

How many kernels do you have installed? Are they all using xz compression?

I have the default number of kernels installed with unattended upgrades & autoremove, so 3. I have configured xz compression, which normally stops this. /boot is undersized due to this install being done with a Xenial pre-release (before the default /boot size was increased). I don't know what changed that had apport flag this as a new bug.
