Daniel, that is why I said to change to suggests *or* to "add lubuntu-default-settings", this means to put it together with other "or" alternatives.

As Simon is planning to change lubuntu-meta in order to provide pavucontrol, I believe this change on indicator-sound is required, because I am able to mark to hold lubuntu-meta, and who provide the change to the indicator-sound is ubuntu-system-settings.

Simon, in my point of view there is two solution: or you continue the plan you have in mind about lubuntu-meta and change the indicator's dependencies as well, or you could change only the indicator to require pavucontrol, as Daniel said, so that it will not be required any changes on lubuntu-meta.
