Confirmed in trusty. Here is my work around:

Create the following file and copy it to your ltsp chroot folder /etc/xdg/autostart/

[Desktop Entry]
Type=Application
Exec=/usr/lib/unity/unity-panel-service
Hidden=false
NoDisplay=false
X-GNOME-Autostart-enabled=true
Name[en_US]=gnome-panel
Name=gnome-panel
