Oh, sorry. The deb package is missing a file and that's why it's broken. I filed bug #648582 about this.
Please download indicator-network-daemon-debug from here:
http://bazaar.launchpad.net/~indicator-network-developers/indicator-network/0.2/files/head:/scripts/
And then install it like this:
sudo cp indicator-network-daemon-debug /usr/bin/ sudo chmod 755 /usr/bin/indicator-network-daemon-debug
Now indicator-network-debug should work.
