Building on #David Cavaillini, here is the trick for those who want to type Japanese on a non-US keyboard:

copy /usr/share/ibus-anthy/engine/default.xml
to ~/.config/ibus-anthy/engines.xml

change
<layout>jp</layout>
to
<layout>fr</layout>
