You have reported two different issues into one bug report.
This is generally not a good idea because it makes it difficult to comment on.

1) Hplip does not install correctly after 7.04 upgrade keeping /home
This bug has already been reported as bug #108091, please add further comments about this issue in that bug report.
I have changed the title of bug #108091 so it can be found more easily.
I'm closing the hplip part of this bug report.

2) The rest of your bug report is a suggestion for improving Launchpad
Adding launchpad task for this part, can somebody mark mark this whislist (I'm unable to change it).
