Confirmed, exactly the same problem with my Dell Latitude L400.

Perfect/outstanding in 7.04, nothing in 7.10.

Constantly says "running on AC power"

Would appreciate fix by final release. Subscribing to this bug. Will try reverting to old hal, if possible.
