Hmmm, I purged 'gufw' in Xubuntu Trusty (fresh install of Xubuntu 14.04 LTS "Trusty Tahr" - Beta i386 (20140326) performed on 2014-03-28) which completely removes "/usr/share/applications/gufw.desktop".
Then I reinstalled 'gufw' and retested now that I know where Firewall Configuration should appear, and with both the default "/usr/share/applications/gufw.desktop" and this patched version:
