Steps to reproduce
------------------

1. Upgrade `grub-pc` to 2.02-2ubuntu8.2 (installed by default on 18.04.1?)
2. Reboot

Expected behavior
-----------------

Timeout is set to 3-5 seconds (as I remember)

Actual behavior
---------------

Boot delayed - timeout is set to 15 seconds (as counted)
