There are 2 outcomes to this bug:
1) Deny apt-get/aptitude the right to create the new menu.lst file and thus have an unconfigured package forever.
2) Authorize apt-get/aptitude to create the menu.lst file and thus configure the package correctly, then delete the file and manually adjust grub.cfg.
