This is a Kubuntu issue, and is due to q bug with the kdm window manager in combination with python-GTK-GLADE. In GNOME all works fine. Changing your window manager to gdm makes this behaviour disappear.
It is therefore not a GRAMPS bug, and has been discussed on the GRAMPS mailing lists in the past. No upstream bug has been posted to KDE however because a small testcase could not be created.
