Shutter is using gnome-web-photo for this task. You might want to test it via terminal:
gnome-web-photo --mode=photo --format=png getdeb.net output.png
I get the same results here. Some webpages (e.g. getdeb.net) timeout very often while other websites (e.g. google.com, ubuntu.com) can be captured more reliably.
