The top bar appearance should only be controlled by:

  Gnome Tweaks > Appearance > Themes > Shell

which isn't set or accessible in your screenshot... but maybe that's just because I asked you to uninstall 'gnome-shell-extensions'.

Please try reinstalling 'gnome-shell-extensions' and then reopen Gnome Tweaks and set:

  Gnome Tweaks > Appearance > Themes > Shell = nothing or Yaru
