I am experiencing the same thing with Compiz. The Desktop Effects applet sucks, it hardly gives any options (well, 2 to be precise), that's not an excuse to not fix this problem.
I think this should be ramped back up to high priority. Compiz adds a lot more functionality and usability to the computer, and it needs to be supported.
