Thank you for your bug report. gnome-settings-daemon doesn't have anything to do with brightness keys though, so I'm reassigning to gnome-power-manager.

Please kill the currently running instance of gnome-power-manager, run the following, press your brightness keys a few times and then attach the resulting log:

gnome-power-manager --debug 2>&1 | tee gpm.log
