I have last version of gnome-panel (1:2.22.1.2-0ubuntu3)

I can not add to locations anyone city of Ukraine.
Also you have to fix names of cities:
Kiev -> Kyiv
L'Viv -> L'viv

etc. You can check how to spell here http://www.ukrcensus.gov.ua/eng/regions/
