Cannot get timezone automatically recognized despite geoclue is available in the desktop.

Reproduction steps:
1. Install stock Ubuntu desktop
2. Change /etc/geoclue/geoclue.conf to use Google as source (I took API key from Arch Linux for testing purpose, see https://gitlab.archlinux.org/archlinux/packaging/packages/geoclue/-/commit/561b66e7e965f5a2e9f5b0597367243d43bbfa0f)
3. Confirm the geolocation is working (by using /usr/libexec/geoclue-2.0/demos/where-ami-i in geoclue-2-demo package)
4. Reboot and add gnome.initial-setup=1 in kernel command line (according to https://github.com/GNOME/gnome-initial-setup/blob/master/DEBUGGING.md)
5. Check whether there is internet connection in the beginning, or connect if not.
6. Turn on Location services
7. Wait and check that timezone is automatically selected

Expected result: Timezone is automatically selected

Actual result: Timezone is not automatically selected
