I installed gnome-initial-setup from proposed:
```
$ apt-cache policy gnome-initial-setup
gnome-initial-setup:
  Installed: 3.28.0-2ubuntu6.16.04.4
  Candidate: 3.28.0-2ubuntu6.16.04.4
  Version table:
```

The test case correctly succeeded, in particular after disabling the internet connection I got an error message (I had to wait a while as described in the test case). After closing the error message gnome-initial-process was no longer running.
